regarding lvl30 rules
balancing wise there is no reason to allow wsg and general use of tele-staves
asn has not been dominant
barbs have done well without teleport - i support giving the option vs other tele chars for the sake of speeding things up
lvl1 base prayer on pala would be something that i would support for tvt (since it puts pressure on opponent teams to be offensive), but for 1v1 that might be problematic since some characters can not be offensive vs libby. usually libbies get something like + 7 to all skills? that gives 'heals 9' with base lvl1 prayer, i.e 4.5hp per second. that is equal to ~46replenish life from items.
sorc (teams) and druid could probably do with a slight nerf - for ama, amp&kb would solve that, but not so much for other chars
i'm all for short and simple rules, as long as not too much balance is thrown over board (not too much meaning that every class should get a build with a reasonable chance to win tournaments). a while back i threw together a version that is somewhat shorter than what is currently in use - happy to adjust repl to 25 generally.
