only benefit of having 3ww is having like 6points leftover which could be pumped to increased speed even though its only 8frw gain (not even 8frw since the mastery frw gain isnt the same as frw scs iirc)
i know exactly what he means, the extra jewel's ED is offset by higher base enhanced damage from whirlwind itself (or a lower negative ED value, whatever happens to be the case)
and the frw gain from increased speed is more valuable than gear frw. skill frw modifies your outside sources of frw. its why charge with vigor is faster than just charging, and why a barb with only 80ish gear frw can keep up with 120ish frw zons
/e: the inc speed lvl is the reason i prefer ww helms. although i do respect the decision to use the helm he does, and i understand why, i like ww helms better personally.
