To be honest, its a grey area, as the rule i had intended was for a smiter that does not have a ranged attack.

i did a quick search and it turns out that you can only reduce psn length by 75%
HOWEVER psn length is affected by -% enemy PSN res which druids have from using rainbowfaccets
so a greater amount of PLR does help to counter the efffect of rbfs
therefore if you dont see balance issues rules should stay like they are on this matter seeing that >10 rbfs are unlikely i'd even suggest to allow unlimited PLR ont hose characters
about the whole gray area thing - my foh does <20 dmg and effectively can only be used to force druid to use a TG and stack
smiters still do more damage and are allowed to use passive charge
from a balance pov i dont see why i shouldn't be allowed to use the same like a smiter in this match i play like one
i plan to use 125% PLR unless you got some argument against it
tweety do you plan to use >10 rbfs?
