Appreciate the feedback. A lot of these rulings were covered from past events.
1. Smiters and kickers are banned in lvl 9 Melee.
2. Only sigons armor is banned. You can use all other pieces.
3. Wereform returns to human form at 1hp, keeping them from dying to a last hit while in wereform. Though they can continue swinging with normal attack. Recasting in lvl 9 melee essentially makes them un-killable.
4. Yes, the crushing blow is busted.
5. Throwing isn’t melee.
6. Ice bolt charges.
7. Cold-check in inventory is banned or else everyone would run 1 charm basically limiting the creativity of builds and forcing everyone to run deaths.
8. The is a rule that carried over from a previous rule set that allowed druids to level to 12 allowing fury and maul, but that was quickly pulled back. I can probably remove it at this point, good catch!
9. The ias from khalims makes druids in wereform unbeatable, even with the basically no other gear.
10. With the way ATD has changed in d2r, it procs on strike, not hit, so we had to set a hard limit at 6.
I’d be glad to take this offline if you really need additional clarification on each ruling. We’ve thoroughly tested everything here to foster diversity and creativity within the meta. All the players actually playing in the tourney understand why these rulings are in place.
If you have serious concerns about Jabbers and Sacrifice builds dominating the meta, I'd be glad to do a 10Kfg wager duel FT10. I won't use Jab or Sacrifice.
1. I don't recall crushflange + dragon talon being able to beat the best jabber, but maybe I remember wrong.
Is smite still good with the D2R FHR?
Spiked shield does 5-9 damage times ~3.55 from skills. That's 17-31 damage or 2-5 PVP damage. If crushing blow is banned, that's about 100 hits (and 200 mana) to kill an opponent. How is that going to be good unless you also use the "Steel" runeword and constantly run?
4, 6, 7. Makes sense (except for a flawed sapphire in the weapon).
2, 10. Isn't 20 attacker takes damage equal to 20/6=3 PVP damage? With 3x jewelry with 1 DR, that's zero damage. Hardly overpowered and tough to argue it's better than an ancient armor.
3. Werewolf costs 15 mana to cast. Just be honest: the real reason it's banned is that players get salty when the druid recasts to werewolf--not because the druid has enough mana to cast it over and over again. I have no problem with it. Especially when you can only cast it [TOTAL_MANA / 15] times.
5. Why not allow ranged skills like poison javelin, etc. just don't allow movement or leap? You should do some testing because, in my experience, it's fair.
9. In that case, the rule should be Khalim's is banned in wereform only.
10. You still didn't explain why Gorefoot + 2x Nagelring rings is banned. If a belt has +1 ATD, it's banned too, so that isn't a very rigorously tested rule like you suggested. Jab gets penalized here for being fast-hitting/low damage, so this rule seems reasonable (unlike the 15-mana werewolf rule).
I'm not saying you don't have a character that kills Jab/Sacrifice easily (and if an opponent wears equivalent gear and not "pay-to-win gear VS mediocre gear", of course, they will lose to the meta skills)--I'm just discussing the rules laid down in this thread.
