The thing about dtalon is, its a long uninterruptable attack. Having 4-5 kicks and a low range weapon means you will miss a lot vs runners. And when you miss, you get stuck in that goofy kick animation for what feels like an eternity while your opponents get further away (probably outside of DF range).
Personally, i like 2 kicks on all of my sin builds to maximize damage, while also minimizing the chance of the do nothing shadowboxing attacks.
TL;DR actually hitting with chip damage is better than kung fu practice
