imo 90% of rules are put in place for those who haven't gained the skill to cope with the characters that they are having trouble with.  outside of a very small window of absolutely massive character advantages, any char can beat any char 1vs1 if you are truly more skilled of a player, and even more so in tvt.  if at all, this rule MUST be looked at as 1vs1 with only the general necro rules affected the tvt play.
I can't really vote tho since I'm not sure on the bonewall per screen rule for lvl 18 dueling.  also i'm not the best with lvl 18 duel experience in general.
So i won't vote... but on paper i would say no recast-1 recast, although this is based on no knowledge of the bracket whatsoever as i have always been a 30/49 guy

as do i, its kinda simple stragety actually

well, what i do atleast, is chuck javs until the b-armor is gone, or very close to gone, then single or double charge to take out some life
then when they recast, repeat throwing javs until the above is possible again

A pro to this- you eleminate many of the bwalls they put up seconds after they put them up
a con- you have a limited number of javs so this can call the duel if done wrong or non-discretly

there are plenty other ways to beat a necro on a charger though, this is just one example
