ive played w/ cher for quite a while on a diff realm, and when it comes to actual gm tagged or gm agreed upon, i never noticed him not following the rules.  hes not a dueling buddy or anything, just what ive seen in my limited experience w/ him.

if he follows the rules in the tournaments, why ban him from them?
