that's correct afair. nice guide (i built my vita bowa very similar to this guide some time ago) but the strategy section is missing. maybe some ppl could be interested in that.

why can you only use lvl 24 jewels or lower for up'ed rogue's? does this apply to runes?

Yes

When upgrading it adds +5 to the highest level requirement item/socketed. So if you put something say a 24 maxer, which is lvl 27 req, rogues's level requirement will be 32.
