I bought that circ under the impression it wasn't bugged

You'll have to add max damage or min damage to it, so that it doesn't glitch out the enhanced damage on the base. Which I believe is counter-productive to the chars you bought it for (blade fury or bvc) since they don't have much enhanced damage. So adding say a 20%ed/6 str jewel to that circlet would glitch out all enhanced damage completely. Now if you just added, say a 20 maxer to it, you'd end up with a circlet that had 30%ed, 25 max damage with no glitch.

It's a double swing barbarian with high frw. They have next to no enhanced damage and benefit from enhanced damage on gear more than max damage(as do zons at that level), it would be better without the max damage so he could ed/stat it.
