considering in some duels where the frw can be much more usefull with less life loss compared to using more frw scs, as well as easier to swap out, a circlet like that can be useful, vs necromancers/trappers for example.

yes but there are a lot better ones

yeah vs bone nec frw is very good so that you can dodge bone spirits can keep the pressure on him

i used to use a 2 ele/30 frw/rep life/mdr circlet as a switch vs necro a few ladders back on a fissure druid
