its probably being used on a conc barb, so the ias/ed socket isnt wasted

just found this ft in cl forums:

26- 133 dmg

+ 20 % ias
+ 165 %ed
+ 227 ar !
+ 10-14 cold-dmg (sock perfect saphire)
+ 14 dex !
- 20 % req !
