Bascily, HC has no dueling brackets, its all about random levels PK'ing other random levels.
You find awesome item, and you start building character around that one item.
This means, lld is indeed 9-99 in HC.

Also, that 81% ornate is ok, id definetly love to have that, ofc gobbs one would be even more wonderful.
