15 life rep cap was never even tried because of Pcrown, having 12 limits u to 3 replife total from your pcrown socket, rings, belt, and ammy. but no one wears p crowns these days really.
w/ a 10 rep ammy, 2x 5 rep rings, and 5 rep build u can hit 25 rep w/o skulls. shouldn't be needed unless you're a tele druid imo, or a necro who insists on using a tele staff. maybe barbs, tbh i dont play barb and dont know how often they oom. zons too, but just dont spam LF and you're typically good. i only oom on my zon vs wall heavy necros.
Skulls are for mana regen not rep, the rep just make them better and make them the best in slot jewel for lld.
Realistically most chars have trouble even reaching 20+ rep.
Most casters put 2x skull in circ, 1x in magi. Then finding usable amus/circs w/ rep is Hard enough and tend to make them trophies.
Let’s be real, how many ppl are actually playing w/ more than 20 rep? I’ve gotten 1 char to 70+ , and a couple to 20-25ish.
The rep isn’t the issue, it’s the try hards who go offscreen and l8z all duel... but again, only 10 ppl play so I don’t see why this discussion gets brought up all the time lol.
