If you want to allow honor, just have the rep cap be the same as honor's rep and disallow 1 point prayer. I don't see a problem with allowing 15 rep/no prayer, since that would let you use staples like honor, spirit shroud, manald, peasant crown and still allow both offensive and defensive playstyles.

The bracket is way too old to be making rule changes now, but that would be the way to do it.

Really though with honor and mediation you have heal 7. That's 35 rep. And you only have med out half of most duels, so 18 rep.

Plus the 10 from honor is 28.
30 is a common rep limit.

Then you add in that a fb or barb is favored pretty clearly in my opinion, suggests theres zero reason to have a rep limit lower for dins than fb and barb.

Then again I dont play defensively. Thats where the actual bm comes from

if we're being honest, i'd prefer a 12 rep cap (p crown) and mana pots gm before i ever supported a 25-30 rep cap. i've gone a long with it for a long time, but i think that's far too much replife and think it only got that far out of hand because people play too offensively spamming skills and they need the mana regen. the kind of kids who go oom in 18 zvz in about 7 seconds then complain.
