Honestly if you actually had a 1.09 ravenclaw (I searched about 3 years ago and never found one, so odds of getting one now are zero), you'd be better off making a level 18 bowazon out of it
you wouldn't be able to glitch it on a zon, but you get 818-951 fire damage on the exploding arrow component alone, plus whatever fire from gear, compared to say fireball sorcs who deal 521-612

I tried doing this on west to no avail

does the text in the description say a higher lvl explode or is it impossible to see unless you test the dmg to verify?

visibly looks the same, one fires a higher level of explosive arrow tho

visibly identical. Using any sort of program to view the item data makes it easy to identify the slvl without having to test it manually
