I think the percent damage it will eat up is still pretty big, even when it is used on a high damage character like a charger.

How much character screen damage does a 1h charger do?

Let me assume 3.5k AVERAGE damage, which seems like a fair estimate if you are doing 4k-7kmax

583 pvp damage.

This is a 5% reduction in damage to someone wearing soe and vmagi, which I think is a pretty big penalty to suffer.

I'd sacrifice 83mana/13res for an extra 5% FINAL damage and 21 Life.
