so you're all clear, the banning of hardskilled vigor hurts the charge damage on a libby more than it hurts the hammer damage of a hdin (or libby) because vigor is dual synergy for charge as well as hammer
it also forces (for some) tearhaunches, which costs usually at least 5 stats and 100 base AR (from not using sanders boots).
lastly, by banning hard skilled medi (it happened on east) you run into the problem eu has, where you're banning out newer players from even being able to compete because they don't have the items that pop up once every 3 years to be able to fit their char into your hyper strict meta. i got the hammer stick for kaz because it was incredibly efficient to not need to press w to regen mana. had it not existed, the char is innately worse for either needing hardskilled medi, or using wep swap for medi. i think this is where a lot of us fall on our faces tbh, because we've done this long enough and worked on certain chars long enough we have what we need to fit a pretty good balance. and then anyone newer who wants to get in, they end up on fb sorcs or w/e because they dont have those incredibly specific items needed to fit a diff char into what we have determined is a well balanced meta. this is why i've always told y'all to can it when new restrictions come up for debate.
I made my chars after the rules but
tbh most ppl wont care on eu if you have a pt in prayer and use sanders.
The ones who would mind already retired ;p
rules are good for tours but
for pubs and random tvts just use common sense..
I think that rule was just made to prevent someone to go offscreen in tours and abuse medi 24/7.
