a libby should be around 2k charge if ur on a 75 fcr build and using a divine same weapon as a charger on top of that when u get to him and charge u can also cast hammers with 1800-2k dmg which cannot be blocked
so yes i do think a libby had a damn good chance vs a charger they are gonna have to run way to charge at u but if u play aggressive and are constantly charging and hammering charger shouldnt beat a libby

Ive never lost to charger you just charge name lock them and caste hammers at close range. They cant out synch namelocked charges.
