I am bumping this topic as more and more ppl are asking me about rules. At the moment its pretty much anything goes. The problem is that as we the community step further into D2r we are realising that there are more and more things which are different from the original D2.

https://forums.d2jsp.org/topic.php?t=88926382&f=147 ) specifically concerning Assassins use of BOS and Mind Blast and WOF. obviously at LLD we dont have the same issues (less skills, less items, different dynamic etc) but there will be some cross over.
fhr mechanic simply works differently in d2r then in d2.
bos and the skill fana seem to be strong, and enable users to attain higher breakpoints then previous. my understanding is that the existing breakpoints have not changed (i.e. still need x ias to attain breakpoint) but that undreamt of breakpoints are now achievable.
namelock is not quite the same, feels off.
Amazon - cant wsg anymore. Balances certain matchups, making them more fair. tele staff on Java, leave java at 30 if no desire from community for 31. I contemplate a hard cap on Bowa @ 130frw. This should balance several matchups while not being the end of the world for Bowa's. to be honest i dont care at what level the frw is capped, just there has to be a cap. (100, 120, 130, 150 w/e).
Assassin - MindBlast appears to be OP. WoF seems to have problems, Bos Seems to have problems. DF seems to cast further. A cap on FCR is not the solution from what I am seeing.
Barbarian - WW next delay issue? Noting Top End Barbs are monsters, I see this as balancing certain matchups.
Druid - Shaper is FUBAR.
Consider allowing to lvl to 35. Desync no longer works, str bug no longer works. Tele Staff on Windy. it looks like ias from off weapon now works better. still to be determined what this does for a shaper. still think lvl 31 should be an option.
Necro - Tele Staff on Necro.
Paladin - No longer "dissapearadong". Not the end of the world. Skilled Medi remains banned. it looks like paladins are stronger now in d2r then in d2, even w/o desync. still trying to figure out why.
Sorc - 65% block on Fire and Cold. I see all the rumblings re: firewall, and comments re: inferno's/hotspurs. if a firewaller without firemastery skilled does comparable damage to what it did in d2, honestly thats a better solution (for all other classes) then introducing inferno/hotspurs.
its quite difficult to test stuff when we dont have strong / almost completed characters. so it will be more weeks of silence on my part.
