26 2 groups of 13
27 3 groups of 9
28 4 groups of 7
29 is fail too!
30 3 groups of 10.

if we get only 23 or 29 people, there will be one massive group and best 16 players advance.

that's wrong.
1 hit ( vs fb/bowy by example ) and you got low / rly low mana -> aka you got an unplayable blizz.
My vita has 1,1 k mana, and I still have mana pb~ ( well not rly but I would prefere something like 1,5 k )
