If an item is upped, the lvl req if u socket a rune is not the runes lvl req anymore, its a bit higher. Why? Idk the mechanics, just saw it some time ago

Level requirement for cedar bow is usually below 24.

Upping an item takes level requirement and adds +5, so if you shael it, it adds 5 to the shael rather than the cedar bow.

So 29 +5
