So besides the trolling going on here, is this charm broken, or does anyone know what the actual max damage is on a sc?

Im not sure what the max dam is, but poison damage from scs in general is extremely weak due to the fact that everyone has max res and 75% poison length reduction is easy to get

but yes the most poison damage you can get on a small charm for lvl 30 is a septic small charm of venom

and no the charm is not broken it is useless

and max psn dmg on a sc is 451

I know 451 is max damage, I am asking about under level 30, hence the LLD section.
