as per usual, your ass is quite correct.

tvt setup is different, if you can get yourself to level 11 fanat you can give your bowa 7 fpa. if not, then higher fanat is always better (cuz more ed%) but anything from 4-10 fanat level still gives 8 fpa for the bowa. also, higher offensive aura skills ends up giving more -res with conviction assuming you're a v/t.

in 1v1, or even tvt comps where you're the only one who is benefitting from fanat, then more focus on pcomb results in higher personal damage.

if you go 2comb +3 fanta dual shael and hit lvl 7 fanta all you need is 10 ias from gloves
if not you can use sanders, but no decent v/t uses sanders and the 10% cb from crafted gloves is crucial

with a flail your okay if you get 60 ias on it but you waste stat points hard stating fanta

your best bet would be:

get 10isa 10cb gloves *really hard to find and takes a miracle to craft*

or just a +3fanta 60 ias ctc amp scepter

lvl 7 fanta is dumb easy to get
3 scepter
2 sojs
1 helm
1 ammy

i wouldnt suggest going pure smite but rather a v/t

v/ts benifit from +1pally over +2combat anyways
