BrothaGoo is right, 20 crafts is not enough unles you are extremely lucky. I've crafted around 65 belts so far and the best ive got was a 17/10 fcr belt with life adds. Trophy crafts take a lot of resources (or luck) to roll.
Also, make sure you are buying/crafting on the correct char level for the type of mods you are looking for.
