The earliest place is champion/unique monsters in nightmare Worldstone Keep Level 3 + Throne of Destruction. After that, anywhere in hell Cold Plains onward.

If you run something like nightmare travincal as suggested above then you have 0 chance of good level 30 rare ornate plates.

If you just want the earliest place to get 15/12 small charms then nightmare cows probably is the best density (or most small charms per hour of farming).
