Could you build around a insight bow with no ias on the weapon?
Looking at base now options

Ashwood Bow
16 To 29 (22.5 Avg) (+3 bow skills)

Gothic Bow
10 to 50 (30 Avg)

Rune Bow
14 to 35 (24.5 Avg)

Ballista
33 to 55 (44 Avg)

you can, but to have okay frames you need a lot more ias on your armor slots. and even then youre stuck on 10/11 fpa which is super slow.
rogues, robos, or insight are all viable and up for preferences. but if you ask me, i think the more successful zons have been using robos.

did they finally fix xbow speeds having a 14 fpa cap?

ballista wont be viable w/o prepatch 40 ias base and 190+ ed but at least if it could hit 12fpa you might do ok.

maxroll says chu-ko-nu insight can reach 11fpa and i cant go lower even with 50ias on gear. but i do reach 10fpa using an ashwood and 9fpa with double bow at 50ias

could be a carry over, many of the ias calcs showed that u could get below 14 frames on xbows in d2c but the game wouldnt let you no matter your ias. even in hero editor with like 1000 ias it would be 14 fpa. but i'd hope they got rid of that, it was always dumb. d2 devs literally said they made it that way to be like real life where xbows need to be cocked and bows u can fire faster.

ah okay, in which case i dont know the answer, i didnt test ingame.
but that said, i dont think it would ever be a good idea to go for xbow has the str reqs are ridiculous.
