Vendor ilvl = clvl +5
but capped in normal
Act 1 : 12
Act 2 : 20
Act 3 : 28
Act 4 : 36
Act 5 : 45
so any lvl15+char can get an ilvl 20 bone wand from a2 Drog vendor.
so either any char and ilvl 20 wand or make a lvl 14 char to shop wands.
