My questions is:
For what chars are frw obligatory?
For what chars are fcr obligatory?

Fcr for chars that cast
Frw for chars that run.

Sure, but for exampel a 1pala 80life circlet can still be used --> frw is not obligatory..
I might have been asking the wrong questions here;

When is fcr NOT needed?
When is frw NOT needed?

Fcr is not needed when you don’t need to cast
Frw is not needed when you don’t need to run.

No, if a char needs to cast, they need fcr... if they need to run they need frw... shouldn’t be difficult.

chars like sorces frw helps but is not neede, same with sins, casters need fcr on the circ. only char that doesnt need fcr and need frw would be zons ss druids ect ..

I guess it boils down to what you are trying to accomplish and what breakpoints you want to hit. If you are building a pure charger, you dont need fcr on a circlet. But if you want to build a hammerdin or libby, fcr on a circlet is very useful and can open up other gear options for you.

Also, consider the fact that faster run walk on a circlet cant be str glitched. Depending on the build, this can be relevant. Most builds that "run" (but dont have skill frw) wouldnt want to give up 30 frw on a circlet because that's the equivalent of 10x scs.

Sins for example, can give up frw on a circlet if they str bug boots/stealth and have burst of speed, since faster run walk has diminishing returns. The greater disparity between client and server side frw, the more you will desynch
