This is second pair of gloves, first one I tossed cuz I assumed 3ll would make it level 31 as these are.

If you want 10 ias/10 cb gloves, they can only have 1 mod iirc. Otherwise they will roll too high. Rolling LVL 30 CB + has gloves is annoying. Good luck and may the RNG gods be with you

The tough thing is that at 30, the prefix/suffix pool is a bit deep. So getting the mod you want (and only that mod because it's affix LVL is high) + rolling high life + %CB is a tall order. High chance for failure. I think a few people here have the gloves you are trying to roll. You should ask them how many rolls it took them.

If he specifically needs 10 ias/10 cb/20 life you're looking at thousands of rolls

The chance is going to be worse than 1/10,000

The ias isn't even a big thing to me since they are for my Mauler druid. Just would be nice to see it, and resell value im sure is pretty good.

Like mayhem said you need to hit 1 mod only (10 ias)

The + 3 * # of mods part of the equation is the culprit.

10 ias alone will be lvl 28 and each additional mods will add 3 to total level.
