Yeah, I can't really think of anything cheaper than a Miata. Fox body used to be, not so much anymore. They also don't handle worth a fiddler's fuck.
2 Grand car.
4 Grand FMII turbo kit - if you're a boss. Obviously someone competent can piece together one for less, but flyin' miata is known for some of the most user friendly, like you can know nothing about cars and install this kit, kits.
Chassis doesn't need too much initially, granted you will want coilovers and more meat for the added power (which is around 250 with the flyin miata kit) in a car that without the spare tire and a few things removed weighs at under 2000 pounds.
That's a fun car. A drag car? No. It'll run 13's pretty easy in the 1/4, but it was meant to eat up on tracks, and autocross courses.
The way I've seen it - For around 5-6 grand you can have a reliable, driver oriented, car with a power to weight ratio of 0.125
That's bang for the buck. It's also one of the most competitive racing classes ever. So if you wanna race competitively - getting a Miata isn't a bad move.
