So I have been going through about 8 quarts of oil in 3000 miles with that said I went to my mechanics and we looked for a week nothing we could see so we believe it is the PCV valve

On top of that one of my passenger vents only blows out cold air when I have the heat on could this be related if not what would cause this it is the left hand side passenger vent

Also I had a bad cat about a month ago and replaced it figured this could be related to my problem

your first question - probably not
you second question - you cat could have went bad because your car is burning oil

if it's not the pcv, and you aren't leaking oil. it could be your bottom end.

Replace the pcv valve first, if it's still using that much oil, most likely your rings are shot.

bottom end of your engine.

the heater could be a few things. a faulty heater core is a strong possibility.

The blend doors in your dash aren't closing off properly. That is the system that changes the blend of hot to cold and client position. They are either vacuum operated or have electric servo motors. Sometimes they break. The dash has to be pulled to fix it most likely although some can be fixed through the vent.

Its a subaru, your rings are probably shot. You need a rebuild.
