At the position you are in with the finish of the car you might as well just get it resprayed. I'm sure you could find some joe blow to wrap over the car as is but it will not last at all.
With that being said, Just have it painted matte black and skip the wrap.
I don't know what the respray or paint correction would cost you. From the wrap standpoint you are looking at 2900-3400 for a reliable person to color change that car.
