It means it is forged from 1 chunk of aluminum. Strength and weight depend on design and material. 3 piece wheels offer much more customization of fitment and color/finish/design. 1 piece are usually marginally lighter than 3 piece. 3 piece have seals that can leak air but that rarely happens. If you damage a 3 piece wheel you can pay for a replacement piece. If you damage a 1 piece wheel you now have a $1000 hose reel for your garden. Pros and cons to each.
