Just wanna know what this part is and what it does.

It's a 1997 dodge ram 1500. 5.9L engine

I replaced a hose on it, while the engine was running it was blowing air.

That would be the halogen fluid overflow line and storage tank. Should pour some gasline antifreeze in there where winter is coming.
