was just told by my dealership that my rotors need to be resurfaced or replaced. They wanted to charge me approx $350-400 to resurface them and install new brake pads (supplied by me).

Depends on the application.. Performance, I'd replace them.. But for DD use, I'd go the cheapest route.

Rotors, on a street car, generally won't matter.

Pad choice is always the more important variable. Get suitable pads for your conditions/driving style, and the rotors won't matter.

So I say OEM replacement. Spend any extra coin on high quality pads suited for you.

New rotors are a stone's throw from resurfacing these days.

This. It's funny because they are easy as fuck to resurface.. I used to throw them on the lathe, and by the time I was done with a brake flush, they were done.. And I'd get paid nicely for doing them.

what kind of vehicle? 400 dollars to turn rotors and install brake pads that you supply sounds kind of high to me

If you've got a jack, and a socket set you can do them yourself and save alot of the cost. You should be able to do all four corners in under an hour assuming the bolts aren't seized.
