It's actually Kph/1.6=mph

I think American automobile magazines started using 0-60 back in the day and it carried over to other places in the world as a standardized test. If you see 0-60 and the time seems about right then it is probably MPH. The brits use it.
Further abroad I see 0-100Kph a lot. 96Kph=60Mph so they are actually measuring 0-62, which you will sometimes see it converted to. I bet it gets rounded off and spoken as 0-60. I know I watched a Japanese C6 Z06 test a few years ago that measured it as 0-62. It was quite a bit slower because the C6 Z does 60 in first gear, so they were shifting to get the extra 2mph. It's not exactly apples to apples.
