And after all said and done, I start it to hear a spraying sound.
I turn off the car to look under it and see it sprayed oil.
I'm unsure from where but it could have been the oil drain plug.
I checked that and the filter and both were snugg tight.

Did you make sure the old seal off the filter came off when you took it off? Common mistake to not pay attention. Old seal and new seal dont seal and spraying happens.

Also oil filters should not be "tight"
hand tight with rag is plenty no need to use a wrench like some shops do
