Is a cold air and short ram technically the same thing? Or is there a difference?

nope one is a longer tube that usually goes down low to get colder air that isn't trapped inside the engin***.

Not many cars will get much gain from an intake.

no they aren't both cold air.

engine compartment air=warm/hot

outside air=cooler

ram air draws air from near the engine while the CAI draws it in away from the engine.
