I know what a rebuilt title is but I dont know anything else about it. Should I even consider buying a car with a rebuilt title?

It was written off then someone bought it fixed it and registered it again. You can save a lot of money buying one, but personally I would not buy rebuilt. That said I've driven a rebuilt car that drove perfectly, and one that you could tell was rebuilt almost immediately. It all depends on how it was fixed.

Yea, was just curious, 2012 chevy cruise with 1.1k miles on it for 10.5k but reuilt title

Nah. Too new... to total that car a lot of damage was done. Literally no way it escaped air bag deployment and frame damage.
