How would I go about, "tightening" steering on a 1996 Ford Crown vic.

Like, what would I buy?

I've replaced those already. I was thinking it could be the steering wheel itself; if that's possible.

The u-joint in the steering column maybe, but the wheel no.
Unless you've had the wheel off and on a bunch the splines should be fine.
Take it apart and check tho

Yeah, there is play in the steering, and I want that fixed.

if you want less play then replace old worn out parts
if you want faster steering then get a different gearing ratio in the steering box
