In the road on the way home from work. It was around the size of 2 people in length but not too deep. Should I call the police and get pictures/etc?

As for the damage, there was a really loud bang and no physical damage on the outside, but under the car, the splash guard disengaged, and there is a thin aluminum bar that was grinding against the cement, and it is really loud. It is right under the engine, at right about where the oil filter is.

Anyone know what it is from the picture?

I was gonna put it up on ramps tomorrow and just check everything out. I just wanted to see if anyone knew what the bracket was so it could make it easier for me. Oh well gotta love city roads haha.

I don't see it costing anything unless something was actually damaged. I can always remake the clips or rig the splash guard and bracket back on.

Just looks like it held the bottom engine plastic cover. I don't know why its a metal piece doing this  but hard to tell from the picture.

My guess it's a bracket for the bottom engine cover.

You can probably get a similar bolt from the local auto store and put it back on.

/What kind of car btw?

I have a bunch of spares in my garage.

The metal piece is to the left of the plastic cover. It is the skinnier looking part after the gap. When you drive it makes a horrid grinding noise lol
