Horsepower is torque over time. You cannot have one without the other. By making more torque (presumably at lower rpm since most misinformed people seem to think low rpm power is torque) you are actually increasing horsepower at lower rpm. It is a fixed calculation. Just say you want to focus on low rpm power instead of high rpm.
You can achieve the same effect by manipulating gear ratios and running at a higher rpm. After a certain point on any given platform with the limitations imposed by cylinder pressure you get diminishing returns on torque increase. The only way to make more total power is to turn more rpm. That is why you see 7,000rpm big blocks in some of the crazy buggies.
