Is there a year/mileage cap or limit that I should look into?

Like... if I see a 2001 Honda Civic 120K miles for $2,400 compared to 2002 Chrystler Sebring LXi convertible 88k miles for $1,300.

which would be better?
I always hear Honda/Toyota pretty much always beats every other make for used cars, especially american builds

I'm currently in DC
news listings are 2004-2005 Ford/Chevrolet/Chrystlers

lol chrysler sebring

edmunds.com is a good place to get a feel for a car

I read a couple of them for the usual makes that I came across and it seems like they're all pretty decent lol.
I just don't want a car to break down on me #1 priority. hopefully lasts me ~6years

Do not buy a sebring if your first priority is not breaking down.

Also, don't even vaguely consider a ford econobox. In your price range, there is no decent model.

Neon is ok if it's in good running order, but watch the transmission. Cheap cavaliers aren't always a total waste, but they're hit or miss.

As for Japanese, most of them are ok. Stay away from toyota paseo and any pre2002 Hyundai.
