My fuel tank breather thingy is "gargling". . it happens every 30 seconds or so. My bike has been turned off for hours now. I just got finished washing it. Could it be the temperature change in the fuel tank due to me spraying cold water on it?

Yes. It is pulling a vacuum through the breather as the fuel and air cool.
