jack stands+ramps is fine. i wouldn't a metal ramp let alone a composite ramp without jackstands as backups.

cheap options for the creeper.

yeah i mean creeper shouldnt matter just get one for your weight. unless you plan on working on gravel or something and need some heavy duty wheels.

i perf the metal ones with padding not the plastics ones they flex too much.

I have some rhino ramps. They're pretty sturdy. I still use a jack stand though.

Lifting equipment is not where you wanna save a couple bucks.

It really all depends on what you're using them for. If you've got a Ford Focus, a pair of ramps rated to stand up to 5k lbs is more than enough. Just make sure you chock the rear tires, and use the e-brake. If its a truck, and you're not able to get a jack that'll get it high enough to use the jack stands.... then you should used both.
I've never really been a fan of creepers. One pebble and it gets stuck. Creepers belong in garages that are made to utilize them. IE: some kind of hard flooring(not just concrete), and a drain or two. You don't want to be trailing oil out from under your bucket ;)
Cardboard ftw. It soaks up spills, and protects you from banging your elbows directly on the hard stuff. Also, most of the time it is free :D

Like anything, you get what you pay for...if you want a nice low profile, sturdy, smooth rolling creeper with padding in the right places, your gonna pay for it. My $2 wooden yard sale special from the 1980's works fine, but I have a feeling its gonna buckle underneath me some day. If your area has a bulletin board that would be your best bet, sometimes you run into good deals for dirt cheap. I always say if the price is right ill buy it. A few curse words here and there is worth the huge amount of savings I've incurred.
