well think about it..
you wanna get back on the ground quicker to lay down your bikes power, higher you jump the less fast your able to go..high jumps look cool, but when you compare someone jumping normal and "scrubbing", the guy scrubbing will be alot faster around the track, but scrubbing takes alot of skill to do, its not an easy thing.
It really only works for table top jumps and stupid little jumps like the one in the video, where in those cases scrubbing will be alot faster than doing the normal jump. Every split second matters, specially in the pro races..
