That your tie arm or bump steer connects too?

Not connected to wheel bu inbetween left and right wheel.

Your tie rod or bump steer connects to your wheel and the other part where it screws on what's that called?

Also I have a 1995 BMW e36 2 door coupe. Plan on replacing it due to rust, Any recommendations ?

No they dont attach like that.

It's the part the tie rods screw onto. Then other side is the side with the bolt that you hit into the part connected to the wheel can't think of name.

steering knuckle. cant think of an official name but thats what i always call it.
