There are several ways to go about it to be honest. The most straight forward is staying N/A. Most of the effort will be $ spent. You could go the budget turbo route, and most of the effort would be time spent.
N/A, starting from scratch:
F-body roller, preferably a Formula or Z-28 with cloth interior, $2000
Get rid of the 250lbs of unnecessary weight that is in the cars without removing the interior, Free
Stock LS1, $1500
Budget heads, $1200 (this includes valve springs, fully assembled)
Big cam, something like an MS4 or Trex V2, $350
Supporting mods for heads and cam (oil pump, lifters, pushrods, timing chain) $350
Assuming LS6 intake already from an 01/02 car
Air lid, $50
Tune, Free-$500 depending on who does it
Junkyard 8.8 Ford rear end, $600
Shorten stock driveshaft, $50
Headers, $350
True duals with an X-pipe, $200
LCA relocation brackets and LCA's, $250
Rear shocks, $225
That's ~$7400
Now, you can go 6 speed or automatic. Auto would be faster, cheaper, and more consistent

To be honest it would run high 10's if you knew what you were doing and the car would be a bit over built for later mods. For instance, you could easily throw a 150 shot on it and it would last for EVER running bottom 10's. The trans would be the only thing that would need to be looked at occasionally.
This is how I would do it if I knew ALL I wanted was low 11's:
Pick up a running automatic LS1 stripper Z or Formula $4000-$5000
Once again, get rid of the excess weight
Same suspension mods and exhaust, (~$1800)
Valve springs and pushrods ($225)
Brand X nitrous kit, single stage, nozzle, wet shot ($500)
Sell the 4L60E and buy a mildly built TH-400 with a transbrake ($500 after selling the 60E)
Jet it for a 150 shot. Stock heads and cam. Leave off the transbrake and let it eat. At that power level the trans and rear will last FOREVER. A 150 shot is nothing. I work with a guy that has an LS1 swapped S10 running a fucking carb and 220 shot. He's made about 50 passes so far in the 9.40-9.60 range.
That's right at $7k. It could be done cheaper. To be honest you can pick up a car with most of these mods already done for $5-6k. It won't be low mileage or super clean but that's not what you asked.
