I would never go low enough to cut the bushings unless it was a weekend toy and our roads are great around here. All the way down on stock bolts with cut bushings will make the air damn scrape on normal roads. On the ones I've done I left about 3/16" above the bushings. Thats a little under a half inch from all the way down on the bushings measured at the fender.
For people that have never been under a c5 vette the front air dam is spring loaded. It is meant to fold back when it scrapes. It is a wear item and its sturdy but you can rip one slap off if the car is lowered and you dont pay attention. If you hurt the bumper itself you wrecked.
Whatever you do it will look better. These things look best slammed. 505A's are perfect on a C5
