In my opinion I prefer a dom2 with a top mount. I believe even a dom3 can work and is more efficient with a top mount rather than a front. Don't take my word for it though, I've only personally used and seen dom2s without having to bother with changing the intercooler.
Personally I think you need to learn how to use the car first. I've seen friends hit the 12s region on a stage 2 and tune. Or invest in better tires? But with a stage 2 and even with cobb maps you should be able to get into the 12 regions. But truthfully I've never driven the new sti myself on a strip. Only blob and hawkeyes.

Don't run e85, that makes no sense whatsoever. If you're planning to run alcohol injection you should at least get a turbo that is going to make the best use out of it. Like I said, use the top mount, dom2, 850cc injectors, get yourself on some forged internals, and get UNEQUAL length headers. I mean cmon don't fuck around with an sti without power and then take out the sound. I still have unequals on mine. If you want an aggressive sound, get a straight pipe. And even your suspension can use some work. I use these for my sti on the track,
